HC takes up writs challenging abolition of VRO posts

HYDERABAD: The division bench of the Telangana High Court, headed by Chief Justice Ujjal Bhuyan, on Monday elaborately heard arguments in the batch of petitions challenging the abolition of village revenue officers (VROs) posts
and redeploying VROs in the revenue department to other departments. The government, through the GO 121 dated July 23, 2022, took this decision, which was challenged by the then VROs.

Counsels representing the petitioners on Monday submitted that the criteria of apparent arbitrariness would apply to invalidate legislation as well as subordinate legislation under Article 14.

"Obvious arbitrariness must thus be anything done capriciously, irrationally, and/or without a sufficient governing principle by the legislator. Furthermore, when anything is done that is excessive and disproportionate, such legislation is plainly arbitrary,” he said while furnishing a compilation of Supreme Court judgments.

Meanwhile, advocate general B.S. Prasad argued that the government after only considering the public good had abolished the posts. He further submitted that the government has the authority to shift employees.

The batch of petitions was adjourned to April 20 for further hearing.
