Churchill wanted to show that Great Britain will not take sides while assessing the riots that killed 47 Jews and as many Arabs.

Thiruvananthapuram: The Zionists might see red at the mention of a ‘White Paper’. The term was invented by Sir Winston Churchill in 1922 when, as the secretary of state for the colonies, he wanted to prepare a dispassionate report on the Jaffa Riots that broke out in Palestine between Jews and Arabs.

The land was under British occupation then. Churchill wanted to show that Great Britain will not take sides while assessing the riots that killed 47 Jews and as many Arabs. To show that Britain's judgement was not coloured in any way, this Nobel laureate for literature called his report ‘White Paper on Jaffa Riots’; white as a metaphor of impartiality. The report had indicted the Jews.
