House Panel To Discuss Air, Deepfake Risks

The committee, chaired by BJP member Radha Mohan Das Agrawal, has selected a range of subjects for discussion during the year, including coordination among law-enforcement and government agencies.

New Delhi: The Parliamentary Standing Committee on Home Affairs will discuss rising air pollution in Delhi-NCR and implementation of the Graded Response Action Plan, alongside the security implications of artificial intelligence, deepfakes and emerging forms of fraud.

The committee, chaired by BJP member Radha Mohan Das Agrawal, has selected a range of subjects for discussion during the year, including coordination among law-enforcement and government agencies.

Its pollution discussions assume significance as the Commission for Air Quality Management invoked GRAP-III measures across Delhi-NCR on Friday amid forecasts of worsening air quality.

Delhi’s AQI stood at 382 in the very poor category at 4 pm on Thursday. IITM-Pune forecast severe air quality from November 7 to 9.

GRAP provides emergency measures based on pollution levels and forecasts. Stage I corresponds to an AQI of 201–300, Stage II to 301–400, Stage III to 401–450 and Stage IV to readings above 450. Measures can be invoked in advance based on forecasts.

Stage III includes restrictions on specified dust-generating construction and demolition activities.

The panel will examine AI, deepfakes and other emerging technologies in relation to internal security, law enforcement and fraud.

Other subjects include crimes against children, left-wing extremism, coastal security and border management, including infrastructure, surveillance, technology and interagency coordination.

Police modernisation, smart policing, implementation of the new criminal laws and effective crowd management are also on the agenda, along with forensic infrastructure, capacity and investigation quality.

The committee will discuss drug trafficking and narcotics control, institutional responses to emerging threats, personnel management and welfare in the Central Armed Police Forces, and the forces’ modernisation and operational preparedness.

Governance, security and development challenges in Union Territories, regulation of lotteries and civil defence preparedness will also be examined.

The panel has selected connectivity and critical public services in Lakshadweep, including shipping, emergency aviation and specialist healthcare, for discussion.

It will also review the deployment, welfare, capacity building and institutional integration of home guards.
