Man Tries to Scale Parliament Wall
Multiple central agencies, including the Intelligence Bureau (IB) and the Special Cell of Delhi Police, are questioning the man

New Delhi: In a security breach, a 20-year-old man attempted to scale the Parliament wall on Friday morning but was caught by security personnel and handed over to Delhi Police.
The man, identified as Ram Kumar Bind, a resident of Bhadohi district in Uttar Pradesh, appeared to be “mentally incoherent,” officials said.
“At around 5.50 am on Friday, a person attempted to scale the boundary wall of Parliament but was promptly apprehended by CISF and Delhi Police staff,” said deputy commissioner of police (New Delhi) Devesh Mahla.
“He appears to be mentally incoherent and further interrogation and verification are in process,” Mahla added, noting that the man had tried to enter Parliament by climbing a tree adjoining the boundary wall.
Sources in the Central Industrial Security Force (CISF), which is mandated to provide security for the Parliament House complex, said the individual tried to scale the perimeter wall with the intention of jumping inside. However, due to the alertness of the CISF and Delhi Police, he was intercepted, apprehended, and handed over to the local police for further inquiry.
Preliminary inquiry revealed that Bind had been working in a factory in Surat and appeared mentally unstable. He was handed over to Delhi Police for further interrogation, a CISF official said. Multiple central agencies, including the Intelligence Bureau and Delhi Police’s Special Cell, are questioning him to determine his motive.
This is not the first such incident. On August 17 last year, a man identified as Manish, a resident of Aligarh in Uttar Pradesh, scaled the wall and jumped inside the Parliament Annexe premises. He too was immediately apprehended and later released after multiple agencies found nothing suspicious, though he also appeared mentally unsound.
These two incidents of security breaches within a year have raised serious concerns over security arrangements at the Parliament House complex.
Friday’s incident also recalled the December 13, 2023 breach, when two men jumped into the Lok Sabha chamber from the visitors’ gallery and released yellow smoke canisters, while two others carried out a similar act outside the Parliament complex.
Following that incident, the government handed over comprehensive security of the Parliament building complex to the CISF, while outside security remained with the Delhi Police.
At present, nearly 3,800 CISF personnel are deployed to secure the complex, which includes the old and new Parliament buildings, the Annexe, and other facilities.
