MEA Warns Indian Seafarers Over Black Sea Shipping Jobs

New Delhi: The Ministry of External Affairs (MEA) has advised Indian nationals planning to work on commercial vessels operating in or transiting the Black Sea region to carefully assess the prevailing security risks before accepting such assignments.
In a detailed advisory, the MEA said the security situation in and around the Black Sea and adjoining maritime areas remains highly volatile due to the ongoing Russia-Ukraine conflict.
"Commercial vessels operating in or transiting these waters are facing significant security risks, including missile and drone attacks," the advisory said.
The ministry noted that since April 2026, there has been an increase in attacks on commercial vessels in the region, resulting in the deaths of five Indian nationals.
The advisory urged Indian seafarers to obtain comprehensive information from employers, recruitment agencies and ship operators regarding the vessel's intended route, ports of call, security arrangements, insurance coverage and emergency response procedures before taking up employment.
It also asked seafarers to ensure that their employment contracts comply with international maritime standards and include adequate provisions for medical care, evacuation, repatriation and compensation in the event of an emergency.
The MEA advised Indian nationals to keep their families informed of their itinerary, maintain regular contact and follow advisories issued by the Directorate General of Maritime Administration (DGMA), the Ministry of Ports, Shipping and Waterways, and other relevant authorities, besides complying with safety instructions issued by vessel operators.
The ministry also urged Indian seafarers to refer to the security advisory issued by the DGMA earlier this month for those operating in conflict-affected regions.

The DGMA has been issuing regular advisories in response to evolving security situations in conflict-sensitive maritime regions. Earlier this year, it also issued precautionary guidelines for Indian seafarers amid heightened security concerns in the Gulf region and established a dedicated helpline to assist affected seafarers.
