Maharashtra’s EV Policy Aims to Make State India’s Leading Hub for Electric Mobility

A senior official said that the government will also offer fiscal incentives to encourage the adoption of the EVs in the state.

Mumbai: The Maharashtra government has issued its Maharashtra Electric Vehicle (EV) Policy 2025 under which the government aims to establish Maharashtra as India’s leading hub for electric mobility. Rajendra Holkar, joint secretary of the transport department, issued a detailed EV policy through a GR (Government Resolution). As per the GR, the policy focuses on high impact vehicle segments including buses, goods carriers, city utility vehicles, transport fleets among others to reduce air pollution and GHG emissions. Emphasis has been placed on cities with large populations and significant potential for electrification of public transport.

A senior official said that the government will also offer fiscal incentives to encourage the adoption of the EVs in the state. “We will provide from 10 to 15 per cent incentives to people for the adoption of the EVs,” he said.

Officials from the transport department said that the new policy will be applicable from March 2030. “All EVs sold and registered during the policy period within the state will benefit from a complete exemption from motor vehicle tax,” the GR said.

According to the GR, the policy will enable demonstration of a Sustainable Transport Corridor in the form of Mumbai–Pune; and Mumbai–Nagpur connectivity. “The State will develop Mumbai–Pune Expressway and Mumbai–Nagpur Samruddhi Mahamarg as “Sustainable Mobility Corridor” demonstration project to showcase an advanced, future ready sustainable mobility ecosystem. The initiative will ensure adequate charging infrastructure across the expressway for all types of vehicles. This initiative by Maharashtra will also augment National Green Hydrogen Mission (NGHM) initiative, which identified Pune-Mumbai Expressway as one of the pilot routes for deploying Hydrogen vehicles,” the policy said.

The GR also said that the state shall provide a 100 per cent toll tax exemption for passenger Vehicles on Mumbai-Pune Expressway, Samruddhi Mahamarg and Atal Bihari Vajpayee Sewri–Nhava Sheva Atal Setu.

It also said that the toll waiver will be given for all EVs on the state highways under purview of the Public Works Department (PWD) in a phased manner. “To this end, a Steering Committee headed by the Chief Secretary will take the final decision,” the officials said.

The policy said that the government would develop robust charging infrastructure to enable seamless EV adoption across the state. “They will install EV charging facilities at every 25 km interval along state and national highways,” the officials said.

All existing and new fuel pumps on state and national highways shall have at least one fast charging station, subject to technical feasibility, the GR said.

The policy also proposes setting up a Centre of Excellences (CoEs) for research and development (R&D) in EVs.
