CBSE: Kerala has honour of honesty, too

All India average for unfair means - cheating or copying - was 6.86 per lakh as against Thiruvananthapuram region's 3.58 per lakh.

Thiruvananthapuram: Thiruvananthapuram not only emerged first in pass percentage but also figured as most honest CBSE education region in class X and XII exams.

Regional office Thiruvananthapuram had got reports of four unfair means cases, which involved cheating or copying.

There was only one case in Class XII and three in Class X. The all India average for unfair means was 6.86 per lakh, as against Thiruvananthapuram region's 3.58 per lakh.

As per statistics, there were 110 unfair means cases out of a total appearance of 11, 86,306 for class XII and 83 out of 1,62,4682 for class X - 193 out of 28,10,988 for both exams together.

While in the region comprising of Kerala and Lakshadweep out of the total appearance of 39,023 for standard XII, there was just one.

Of the total appearance of 1, 11,512 for both exams combined, there were only four cases.

There were only a total of 3.58 per lakh for the two exams together for Kerala against 6.86 per lakh for all India for the two exams combined.

This even while Thiruvananthapuram emerged the top region in pass percentage, 99.60 for class X.

Last year also the region had the highest pass percentage at 99.85.

It had also topped the class 12 exams with 97.32 per cent in the country, improving on last year's 95.64.

"We had adopted due procedure and imposed a penalty of Category I on three such students," said Tarun Kumar, CBSE zonal officer.

"These students can re-appear in the subject where they were found to have involved in unfair means in the compartment examination scheduled in July 2018."

However, in the case of one candidate from Kottayam who carried solved 2016 Question Paper for maths in the examination hall, current exam of 2018 has been cancelled.

She can appear for the next exam for all subjects. Interestingly, the student had approached the media and news went viral that the Board had delivered the 2016 question paper wrongly.

"The allegations were found baseless after an investigation," said Mr Kumar.

"The board always stood for the welfare of children. However, while deciding the merit of such cases, it is also ensured that ranks of meritorious students are not affected due to pupils involved in unfair practices."

"This is also a strong lesson for the children to refrain from any such activities," he added.

The region could uphold its honesty even as the large-scale fraud and leak of examination question papers had been reported from other parts of the country.

Question papers for the board’s Class 10 maths and Class 12 economics were leaked in March.

While the Class 12 economics paper was conducted afresh, the board decided not to reconduct the Class 10 exams after it found that the leak had had little impact on the results.

CBSE declared Class 12 results on Saturday, and the Class 10 on Tuesday.

The Kottayam student had moved the Kerala High Court last month saying the CBSE had given her a 2016 question paper and demanded that her answer-sheet be assessed based on the same.

In its affidavit, the CBSE stated that the inquiry by its assistant secretary Vikas Kumar Agarwal found she answered her brother's set of 2016 questions which she carried with answers written on it.

This malpractice was revealed while verifying the seating plan and attendance sheet.

The candidates who were seated before her and after her got correct set of question papers of 30/2 and 30/1 respectively.

In that case, the student should have got the question paper set no 30/3.

However, she got question paper set 30/1 as per record which was practically impossible.

Moreover, all other candidates in the room had got the correct set of question papers.

The official who collected the 2016 seating plan of her elder brother, revealed his question paper set no was 30/1.

Kerala CBSE School Management Association president T. P. M. Ibrahim Khan said the state schools are not only first in India in the secondary school results, but also maintained its standing in the overall performance.
