Centre returns service rule file

The government had included the newly constituted districts in the wake of Supreme Court orders on the unified service rules of teachers.

Hyderabad: In a setback to the state government, a file which it forwarded to the Centre seeking amendment to the Presidential Order has been returned. The government had included the newly constituted districts in the wake of Supreme Court orders on the unified service rules of teachers.

The Supreme Court had stated that integration of government and panchayat raj teachers’ services and treating them as unified services was not sustainable under the law.

Against this backdrop, the government sent a proposal seeking to amend the Presiden-tial order and include two districts, Mulug and Narayankhed, in the order.

Government sources said that the Centre returned the file stating that after the Supreme Court order on unified service rules, the government has issued certain guidelines revising the Presidential Order.

Those guidelines and revisions were challenged by the teachers associations stating that they were in violation of Article 371.

The sources said the Centre told the state government that it could not take the decision on the file till the outcome of the petitions pending before the courts.
