Hyderabad: The Telangana state government is all set to retain the norm of seven years of continuous education in the state to give “local status” to be eligible for state jobs and four years of continuous study for admissions into professional colleges.
The panel headed by Deputy Chief Minister and education minister Kadiam Srihari was appointed to make recommendations to determine “local status” and reorganise the existing zoning system after the number of districts was increased to 31. The panel has finalised its report and is expected to submit it to the government this week. The panel has recommended cutting state-cadre posts and increasing multi-zonal cadre posts instead, to ensure job-seekers from all districts have equal opportunities. The government will seek an amendment to Art. 371(D) of the Constitution in this regard. The reason cited for decreasing state-cadre posts is that there will be no local quotas in state-cadre jobs and all jobs will be filled based on merit in exams to be conducted by government agencies.
Telangana government plans to create 2 ‘multi-zones’
Districts such as Adilabad, Asifabad, Mahabubabad, Bhupalapally, Gadwal, Wanaparthy etc., are lagging behind in government employment as candidates from these backward districts cannot compete with their counterparts in urban districts such as Hyderabad, Warangal, Nizamabad, Karimanagar, Ranga Reddy among others, which are more urbanised and have better educational facilities.
“This is leading to imbalance in jobs at state-cadre level. To overcome this, it was advised to cut down state-cadre posts and increase multi-zonal posts,” the report says.
Another recommendation is creating two multi-zones, clubbing together 15 districts that are comparatively developed into one zone and the rest 16 districts, which are in backward areas, into the second zone.
“By increasing multi zonal-cadre posts and clubbing them into two groups, job-seekers from both developed and underdeveloped districts will have equal opportunities,” the report observed.
The panel is learnt to have reorganised 31 districts into six zones and two multi-zones. Telangana state has only two zones, which were created in Undivided Andhra Pradesh, based on the old 10 districts.
