GAIL, NH widening works to resume soon
Thiruvananthapuram: The state government on Thursday decided to resume the work on state’s mega projects which had been affected by the recent floods.
Chief minister Pinarayi Vijayan said the work on GAIL pipeline, NH widening, power from Kudankulam plant and City Gas Project which had been adversely affected by floods, would resume soon.
In view of the huge amount required for reconstruction and rebuilding activities, the annual plan outlay will have a 20 per cent cut besides re-prioritisation of schemes.
There will be no cut in college and school student scholarship. Barring PWD, irrigation, water distribution, the annual plan of all other departments will face 20 percent cut.
The cabinet decided to raise Rs 15,900 crore from the World Bank, ADB, allied funding agencies, internal financial institutions and banks for rebuilding the sectors devastated by the recent floods.
The money will be utilised for roads under PWD, local bodies, water distribution, flood control, irrigation, coastal protection and environment protection.
The WB and ADB teams had visited the state as part of Rapid Damage Need Assessment (RDNA). The draft report was submitted to the government and the final report would be given by mid-October.
According to WB and ADB, the total loss suffered in major sectors comes to Rs 25,050 crore. However, the damage to industry, business would be more.
The government expects to receive a detailed report on the destruction of means of livelihood of people and other social damage in the Post Disaster Need Assessment (PDNA) report. The money to be received through crowdfunding and chief minister's distress relief fund would be utilised mainly for people residing in ecologically sensitive areas, construction of houses and purchase of land for the displaced families.
Rs 2000-2500 crore to be received through NDRF towards SDRF, about Rs 2500 crore through CMDRF and Rs 1000 crore through crowdfunding would be mainly utilised for rehabilitation of the people, purchasing land, maintenance of houses, compensation for loss of cattle and repair of government buildings.
Chief secretary will monitor the formulation of schemes aimed at exploring the possibility of means of livelihood in agriculture,animal husbandry, fisheries, SC/ST sectors.
