Thiruvananthapuram: The state government issued formal orders on a host of concessions to IT/ITES firms including concession for infrastructure developers for timely completion of projects.

One of the highlights is a concession on stamp duty, registration fee and transfer duty on land and others available to developers in government IT parks subject to achievement of preset milestones.
Concerning welfare of employees, the IT department's order insists that companies should provide adequate security to women, especially at night, and should provide transport to reach home after 9 p.m. with an escort.
The government also mandated common utilities like creches and hotels by IT parks with the participation of companies.
IT secretary M. Sivasankar said the government’s objective was to ensure ease of doing business and reducing costs, even as ensuring the welfare and safety of the employees.
“We have framed the benefits to the IT firms and welfare schemes for employees based on the feedback received from the industry. Further changes, if necessary, would be made on the basis of any further suggestions from the industry,” he said.
To promote vehicle sharing, mass transport and other alternative modes government also offered relaxations in parking requirements for buildings.
While the floor-area ratio in government and certified IT parks had been enhanced to five (at present it is 3.5), relaxations would be given in parking requirement with an undertaking from the IT companies to reduce parking requirements by reducing personal vehicles usage and promoting mass transport and alternative modes, said the order.
To promote leasing of unused space of IT companies in government IT parks, the government also offered stamp duty and registration fee concession to IT units for lease or sale of built-up space. Some of the existing benefits like price preferences for IT firms with more than 30 percent workforce in Kerala in supplying hardware or software solution to government would also continue.
Self-certification and declaration for various regulatory clearances were also prescribed.
