Maintain transparency in civic poll, says Madras High Court

According to the petitioner, he has filed the petition to direct authorities to maintain transparency in allotment of reservation of seats.

Chennai: A PIL has been filed in the Madras high court to direct the state government to maintain transparency while reserving seats in the forthcoming local body elections by holding due deliberations at three levels of panchayat unions.

A division bench comprising Justices M.M. Sundresh and R. Mahadevan before whom the PIL from S.Sugumar, an agriculturist from Melakkondaiyar village in Tiruvallur district, came up for hearing, adjourned it to August 30.

According to the petitioner, he has filed the petition to direct authorities to maintain transparency in allotment of reservation of seats on rotation basis for every 10 years. Very recently, the state government has proposed to conduct the election for the local bodies in October 2016. In the present system of allotment of seats on reservation basis, no transparency has been maintained by the government. While allotting seats on reservation basis, it should be discussed at the level of grama sabha, union council and district council meetings under the supervision of district collectors concerned so as to ensure transparency in maintaining reservations, he added.

He said so far as the reservation of seats for the offices of village panchayats was concerned, there must be a definite guideline and the list of descending order shall be displayed and affixed at the office of every village panchayats throughout the state, to facilitate transparency.
