Bengalureans not happy with BBMP: Survey

Only slight improvement in the condition of bus shelters from last year: BPAC survey.

Bengaluru: Bengalureans are unsatisfied with five key factors that directly affect their life – waste management, roads, bus shelters, water supply and women's safety. According to the 'Citizen Perception Survey 2016-17', conducted by the Bangalore Political Action Committee (B.PAC), majority of citizens across all eight BBMP zones opined that service delivery of various civic amenities is average or below average.

Across all the zones, majority of citizens both at core and periphery regions were dissatisfied with the service delivery. The perception on service delivery of garbage management is considered below average, followed by pothole management.

The survey was done through telephone, email and social media platforms – Facebook and Twitter – with a dipstick sample of 1,140 citizens. As compared to the survey done by B.PAC for 2015-16 with 10,000 respondents on three areas – waste management, roads and bus shelters – the only improvement in this year's survey is relating to bus shelters. While 77 percent of citizens were dissatisfied with the bus shelters in the 2015-16, the number has come down to 60 percent this year.

Ms Revathy Ashok, Managing Trustee and CEO, B.PAC, told Deccan Chronicle, “In the 2015-16 survey, we had sought opinion for services offered only by the BBMP. Among them, the top three were waste management, roads and bus shelters. This year, we intended to revalidate perceptional changes with respect to these areas along with two more crucial additions – water supply and women's safety.”

Though the BBMP is trying to improve garbage management, the survey reveals that it has to do much more. Pothole filling and road management too is below average, she said.

B.PAC will submit the report to BBMP and BWSSB, to allow the two agencies to know what the citizens want and shift their focus, Ms Ashok said.

“The government should take up such surveys regularly to know what the citizen wants and identify key areas and work towards bettering them,” she said.

1. Waste Management

  • 47 % of the respondents feel that the garbage management situation has remained the same or has deteriorated.
  • However, in absolute terms, 71 per cent of respondents across 8 BBMP zones opined that the garbage disposal mechanism was average or below average, specifically for Mahadevpura (83 %) and Bomanahalli zones (70%).

2. Roads

  • 71 % of the respondents in the 2016-17 survey have said that the pothole management in their respective zones was average or below average as compared to 76 % in 2015-16.
  • 51% of the respondents said that the situation .

3. Bus shelter

  • In 2015-16, 77 % of citizens replied that the service delivery of bus shelters was average or below average.
  • In 2016-17, 60 % of the respondents are satisfied with the services offered by BBMP relating to bus shelters.

4. Water Supply

  • 56 % of the respondents were of the opinion that water supply in their respective zones was average or below average.

5. Women's Safety

  • With respect to safety measures in place for women, 54 % of the respondents opined their satisfaction levels to be average or below average.
