Telangana: BC panel set terms to identify most backward classes

Hyderabad: The TS government has asked the BC Commission to take up a comprehensive scientific study of various categories of BCs in the state, with special focus on nomadic, semi-nomadic tribes and occupational groups along with most backward classes.

The panel has been given a 10-point terms of reference, which include identifying the percentage of backward classes members employed in the government, quasi-government and private sector.

As per a decision taken in the recent Cabinet meeting, the state government sent the terms of reference to the BC Commission and asked it to consolidate the information through study and survey, analyse the data and submit a report within six months.

The TS government said that the percentage of BC population has substantially increased in the state after bifurcation and there was a need for a comprehensive scientific study of socioeconomic and educational conditions of BCs in the state to assess the need for taking additional measures required, if any, for improving their conditions. This would help in taking a decision on enhancement of reservations, if required, in admissions to educational institutions in the state and for appointments in the services under the state.

The panel was also asked to submit the report along with specific recommendations.

The Terms of Reference

  • To prepare a comprehensive report on the social, educational and economic status of BCs in TS with special focus on nomadic, semi-nomadic tribes and occupational groups along with most backward classes.
  • To study the conditions under which they labour, their occupations and make recommendations as to the special provisions which may be made by the government for promotion of their educational and economic interests
  • To assess their livelihood based on their traditional vocation, the present status and alternative vocation, if any and scope for upgrading.
  • Obtain information from state and Central government departments/ agencies/ institutions on percentage of BCs employed in the government, quasi government and private sector.
  • Collect data, conduct intensive study. Survey on the social, educational, economic and financial conditions of BC in the state passed on empirical and objective criteria.
