Licence, permit in Digilocker valid

Amendment of rule enables use of digital platforms for carrying and verification of documents.

Hyderabad: The Union government has officially amended the Central Motor Vehicle rule 139 to allow the driver of a vehicle to show transport-related documents such as driving licence, fitness certificate and permit, insurance and others in electronic/digital form.

The amendment to the Central Motor Vehicle rule 139 enables the use of digital platforms for carrying and verification of documents. Enforcement officers must be made aware of the new provisions so that citizens are not harassed or inconvenienced.

Speaking to Deccan Chronicle, general secretary, Cyber Security Council, Mr A. Bharani Kumar,said, “The M-Wallet was a very revolutionary idea. The Union government allowing a digital kind of document in an app like Digilocker is a very good move. We can’t expect everyone to carry all the documents every time. If you want to transfer the documents to another phone you can do it in an encrypted way. This information is safe with us.”

Mr Kumar said this was the first step towards “digitalising the entire driving history. When our insurance and other documents get updated, we can know that it has been updated. Second step is doing the renewal online rather than going to the transport office and waiting. Transparency can also be achieved through the same. The present documents in paper and plastic form can be duplicated. However, there is no chance of this happening if the documents are in digital form.”

Mr Vinod Kumar Kanumala, chief functionary, Indian Road Federation, said, “We already have M-wallet which was successful and very useful only in Telangana state. With the new amendment, the Central government app named Digilocker (which was developed by taking inspiration from the M-wallet) should be accepted all over the country. We should create more awareness about the Digilocker. It has more features than the M-Wallet.”
