Schools may arrange coaching classes, says Madras high court

The bench said the special government pleader has produced a letter from the Director of Matriculation Schools dated April 15, 2019.

Chennai: The Madras high court has observed that the circulars issued by the Director, Tamil Nadu Matriculation School Education, need not be interpreted as one prohibiting the private schools from conducting coaching classes for Neet or IIT or other competitive exams for the students, who have completed 11th standard or who have completed class 12.

A division bench comprising Justices N. Kirubakaran and S.S. Sundar made the observation while disposing of a petition from V.R. Vijayaraman, which sought to quash the circulars dated April 9, 2019.

Bench said grievance of the petitioner was that several schools were conducting coaching classes for competitive examinations for students who have written 11th standard exam or students who have completed 12th standard and the same was prevented by the impugned circulars.

It was the further grievance that the students would be now compelled to knock the private coaching centres to get themselves ready for facing competitive examinations like Neet and IIT entrance examination, the bench added.

The bench said the special government pleader has produced a letter from the Director of Matriculation Schools dated April 15, 2019. From the letter, it was seen that the impugned circular was only advisory.

It was further stated that there was no directive to the schools not to conduct coaching classes for Neet or IIT. From this, it was evident that the authorities were not keen in prohibiting the schools from conducting coaching classes for Neet and other competitive examinations, like, IIT entrance examination for students who were studying 12th standard or completed 12th standard.

“Recording the above submissions, this petition is disposed of,” the Bench added.
