Hyderabad: The Telangana High Court has directed the Kaloji Narayana Rao University of Health Sciences to examine the option of taking original certificates of all candidates who might have applied for medical seats and retaining the same with the varsity at the time of certificate verification to prevent the candidates from being used as pawns by private colleges.
A division bench comprising Justice V. Rama Subramanian and Justice P. Kesava Rao while disposing of a plea by Dr P. Rajendra Prasad, an aspirant for the PG medical seat, issued certain directions to the varsity to conduct counselling to protect the aspirants from being exploited by the management of private colleges.
The bench told the varsity to forward the original certificates of aspirants immediately after a candidate acquires a seat in a college. The bench directed that the varsity shall fix the schedule in the first phase, the second phase, and mop-up round, both for the convenor and the management quota, in a manner that the last date for reporting to colleges upon allotment of seats under every category and the date for counselling should be fixed much before the next category and the next round of counseling begins.
The bench said that for instance, if the first phase of counselling under the convenor quota is held on 1st and 2nd April and the last date for reporting is scheduled to be 8th or 9th April, then the first phase of counselling under the management quota should scheduled to be conducted on 10th April, so that only those who might have failed to join are allowed to participate.
The bench said that similarly, if the second phase of counselling for the convenor quota is scheduled for April 20 and 21, and the last date for admissions is fixed as April 30, then the second phase of counselling for the management quota should be scheduled on 1st May.
The bench further clarified that mop-up counselling should be conducted for management quota seats only after the last date for reporting of candidates allotted under the convenor quota.
