Smart licence-cum-RC card launch stayed by Kerala High Court

CM was set to roll out the driving licence and the RC book in smart card format in the capital on Thursday.

Kochi: Kerala High Court on Wednesday stayed all further proceedings in the proposed smart card-based Driving Licences and Registration Certificates for three weeks. Justice Muhammed Mustaque imposed the stay after Zodiac.com Solutions filed a petition against the government plan.

The initiative was launched by the Motor Vehicles Department under the IT department’s Digital Kerala project. Chief Minister Oommen Chandy was set to roll out the driving licence and the RC book in smart card format in the capital on Thursday.

The smart card, like a credit card, will have a visual zone and a machine-readable zone. The visual zone will have the name, photograph, age and address of the licence-holder, and the machine-readable zone will have the history of the holder and provision for making endorsements.

The petitioner moved the court arguing that the High Court had earlier directed the state government to call the petitioner consortium for a discussion and finalise rates. However, despite the lapse of four years, the petitioner had not been called for discussions.
