Kakinada unhappy with functioning of municipal corporation

The apartment owners complained that KMC officials were not giving proper information under the Right To Information Act.

Kakinada: Several citizens, including three former municipal chairpersons, expressed their dissatisfaction over the functioning of the Kakinada Municipal Corporation (KMC) on Sunday, alleging that people’s grievances were not being looked into.

Kakinada Federation of Apartment Owners’ Association, presided by its president Mr Tatavarti Srinivasa Rao, convened a meeting with the citizens of Kakinada for sorting out civic problems, especially of apartment owners.

Former municipal chairpersons, Mr Jyothula Seetharama Murthy, Dr Beeraka Chandrasekhar and Ms Prabha E. Joseph, participated in the meeting and expressed concern over the functioning of the KMC.

The apartment owners complained that KMC officials were not giving proper information under the Right To Information Act. The Association also demanded penal action under Sections 28 and 29 of the Apartments Act against builders who retained ownership of some portions of common land or areas and constructed unauthorized structures in such areas and were enjoying illegal ownership over such properties. The meeting resolved to make efforts to engage CREDAI in a tri-partite consultation process for ensuring effective implementation of the Apartments Act in the city.

It was decided to encourage at least 10 owners in each apartment building in the city to sign a joint representation to KMC in support of the demands made by the federation. The aim is to collect at least 100 joint representations with 1,000 signatures of apartment owners and present them to KMC at a single time by a large group of apartment owners.

The meeting suggested that Federation members should file regular applications to the KMC under the RTI Act to monitor implementation of the Apartments Act 1987 and submit representations to municipal minister Narayana and Chief Minister Chandrababu Naidu. Ms Joseph suggested the members put pressure on the district collector who is also special officer for KMC.
