Amaravati project to land with Singaporean firms

AP government has to hand over the 6.84-sq km land.

Hyderabad: No company has filed tenders for Amaravati Development Partner (ADP) on Swiss Challenge mode, even as the deadline for its submission ended on Tuesday. The AP Capital Region Development Authority (CRDA) had called international tenders on Swiss Challenge mode for the ADP selection.

Singapore consortium of Ascendas — Singbridge and Sembcrop had submitted proposals for development of 6.84 sq km of start-up area in Amaravati capital on Swiss Challenge mode.

The CRDA had earlier issued tender notification in July 2016, calling international tenders and seven companies came forward to file tenders. However, the tender notification was cancelled following high court objections.

After that, the AP government changed the AP Infrastructure Develop-ment Enabling Act and then the CRDA issued a fresh notification calling international tenders on Swiss Challenge mode on the basis of Singapore Consortium proposals. But this time, no company filed the tender.

Officials said when the government issues a tender notification in general mode, if no tender or just a single tender is filed, the government has to call fresh tender again. But in the Swiss Challenge mode, there is no such condition. In Swiss Challenge mode, the government has powers to call fresh tenders or to award original proponent.

Economic development director of CRDA Y. Nagi Reddy said the state government has to take a decision whether to go for fresh tenders or to award original proponent.

The state government has to hand over the 6.84-sq km land with infrastructure facilities within six months to the ADP. Capital City Development Company and master developer (likely Singapore consortium) will form ADP.

If the state government delays in handing over of land, it has to pay '1.50 crore per month to ADP. In ADP, CCDMC will have 42 per cent share and master developer will have 58 per cent share.

Chinese province inks MoU for investments
Finance Minister Yanamala Ramakrishnudu on Wednesday said an MoU has been signed with Sichuan province of China on investments in Andhra Pradesh and mutual cooperation in technology. Earlier, Chief Minister N. Chandrababu Naidu talked to Sichuan province delegates on the breakfast table.

Mr Ramakrishnudu, while addressing the media here on Andhra Pradesh — Sichuan Province investment and cooperation exchange conference, said the CM explained investment opportunities in the state to Chinese delegates.

The Finance Minister said there is vast scope for investments in airports, manufacturing sector, ports and agricultural sector in the state. He said a target was set to achieve 12.32 per cent growth in the state this year. Earlier a one-to-one meeting was held between Chandrababu Naidu and vice-governor of Sichuan province Liu Jie.

Later, Lu Jie told reporters that the relations between the two countries would pave way for development. Welcoming sister state relations, he said over 500 China companies were invested in India. Chief Secretary of Energy Ajay Jain and AP Economic Development Board CEO J. Krishna Kishore talked of the investment- friendly atmosphere in Andhra Pradesh.

Historical spirit should be preserved
The Amaravati designing expert committee, in a meeting, has decided to provide Norman Foster details about the state’s culture and history at the earliest. Designers like film art director Anand Sai and others had participated in the meeting, which was led by state government communications adviser Parakala Prabhakar.

The committee is to recommend Norman Foster on the entrances of proposed nine cities, how they had to be, how to incorporate the culture and heritage of Amaravati into their designs.

Mr Parakala mentioned that there was a unanimous decision on not constructing glass buildings and there is no need to stick on the same olden days’ design.
The committee had opined that the roads and iconic buildings should be named reminding the history.

The towers of the iconic buildings should be like Sanchi Stupa. The committee also recommended inculcating all the reigns of Kingdom designs into the present designs. They even got recommendation on growing environment-friendly herbs with medicinal values.

The committee decided to eliminate Sarkari Tumma-like trees which make the soil infertile. It also mentioned to construct water fountains, wherever needed, keeping in view to balance the temperature.
