Hyderabad: Official in land case is ready for probe

The High Court in February 2016, quashing the allotment orders of CCLA, had observed.

Hyderabad: Central Crime Station officials of Hyderabad police are probing the role of officials of the Chief Commissioner of Land Administration regarding orders allotting Rs 8,000 crore worth of evacuee land in Puppalguda.

“First allotment order was issued by CCLA C. Arjuna Rao in 2003. In 2006, revenue secretary D.C. Rosaiah had upheld the order. Later, then joint collector of Ranga Reddy V. Seshadri had filed a writ petition in High Court. The present RR joint collector Rajat Kumar Saini lodged a complaint and we registered a case,” assistant commissioner of police Mohd Tajuddin Ahmed said.

The High Court in February 2016, quashing the allotment orders of CCLA, had observed: “The CCLA has literally doled out valuable government property worth hundreds or thousands of crores of rupees in favour of claimants without authority and contrary to rules. The scheme of the DPCR Act is not to entertain belated claims and provide exemplary or extra ordinary payment of compensation to displaced persons... We are constrained to observe that the shadows of invisible interested characters in securing land allotment played a vital role in the decision-making process of CCLA. There is more than what meets the eye.”

The High Court added: “State government/petitioner being the custodian of public property will undertake an enquiry into the subject of allotment of orders and appropriate action should be taken against all the persons responsible and involved in the land scam.”

Mr Rosaiah, who had passed the appeal order in favour of Mr Laxmina-rayana, said, “I welcome the probe. The point that it was a forged GPA was never brought to my notice. If it was brought to my notice during the arguments by the parties including the then additional advocate general or joint collector of Ranga Reddy or mentioned by the then CCLA, Mr Arjuna Rao, in his initial order I would have not issued the appeal order and I would have referred the issue to police for investigation then itself.

“While issuing the appeal order, I went by the arguments and rule position and as per law the GPA holder is eligible. There are no irregularities at my side.”

Mr Rosaiah said he was ready to face any investigation. Mr Arjuna Rao was not available for comment.
