After K Chandrashekhar Rao's U turn, work begins afresh

K Chandrashekhar Rao had earlier wanted the three-tier zonal cadre system to be replaced with two tiers state and district level.

Hyderabad: The recent decision of Chief Minister K. Chandrasekhar Rao reversing his stand on the zonal system has put paid to the work done on the matter by a committee headed by Special Chief Secretary Suresh Chanda.

Mr Rao had earlier wanted the three-tier zonal cadre system to be replaced with two tiers state and district level. The committee prepared the draft report to implement the two-tier system which recommended that the zonal cadre posts be placed in the state level.

Employees associations requested Mr Rao to continue with the three tier state, district and zonal cadres. In the two-tier system, state level cadre employees would remain in Hyderabad till they retire, and the government cannot transfer them to the districts.

Following this, Mr Rao announced recently that the existing three-tier zonal system would continue. The panel has started its exercise afresh, to prepare the report according to Mr Rao’s directions.

The committee is concentrating on the creation of new zones, definition for local and on status of Hyderabad city.

Earlier, Chief Secretary S.P. Singh met with secretaries and discussed the preparation of new presidential order. The state government has asked Mr Singh to consult all stakeholders and prepare recommendations to enable the state government to formulate the draft for the new Presidential Order and submit it to the Centre for approval.
