5 points for new Presidential Order
Hyderabad: The government has received several suggestions as it sets about drafting amendments to the Presidential Order (PO) regarding recruitments, transfers and other administrative issues.
Mr Suresh Chanda, Special Chief Secretary incharge of preparing the draft PO, has sent out a circular about the several suggestions received by the government on the matter, and asked officials to discuss them with their staff and employees associations and file their reports.
Mr Chanda had called a meeting with secretaries and heads of departments to discuss the suggestions. The meetings scheduled for October 23 and 24 have been postponed due to the Cabinet meeting on Monday next.
The state government has identified five suggestions for discussion to prepare the new presidential order.
The PO now covers local candidate, local reservations, transfers and seniority for promotion. It has been suggested that the new PO may be restricted to recruitment. District cadre employees transfers can be made within the zone, and zonal cadre employees within the multi zone and the multi-zonal cadre transfers can be made up to the state level.
The PO mentions two zones and a city cadre for some departments. The state is seeking suggestions on the zones can be made in the new PO, along with the status of Hyderabad.
One suggestion is to include the Secretariat, heads of departments and state-level institutions (which are now exempt) under the purview of new PO.
The definition of local candidate is based on education and residence. Secretaries have to suggest modifications.
State government has issued instructions to corporations, public sector undertakings and others to follow the spirit of the Presidential Order.
