Telangana: Staff crisis hits land records
Hyderabad: Due to shortage of staff, from Thasildar to village revenue officers, the revenue department is not in a position to maintain land records and others properly in the districts.
The revenue department has no correct particulars of lands in the state. Out of total sanctioned 39,805 posts at various cadres about 6,000 posts are vac-ant. After districts reorganisation, in some districts there are no revenue officials at village level. There is a huge pendency of F line petitions (measuring boundaries of a filed) due to shortage of surveyors in the districts. The officials said that a surveyor can dispose off even if he is very sincere approximately about 20 per month. The work of ceiling surplus, inam, tenancy, acquired lands deta-ils at sub division level is not yet complete.
The officials said that they are not in a position to remove even dead person’s names in revenue records. Duplication of revenue records is leading to fake, bogus and multiple loans. The transactions are being done without title and possession.
In the recent Rythu Kutumba survey, ga-ps in existing land records are identified which need to be corrected. The revenue department is not in a position even to actual crops data in the districts. The officials are just pasting last year’s crop data without visiting the field. The state government has given tablets and GPS tagging to ensure that Village Revenue Offi-cer (VRO) is aware of the filed boundaries and any encroachments of government lands.
The officials said due to non upgradation, in many cases they found pattadars name and enjoyer names to be different. The extant of land details in the Khasra and in web land phonies are not tallying. The government has directed the revenue officials that all pattadars and enjoyers should be seeded with Aadhar numbers. But due to shortage of staff the department is not able to complete the work.
Telangana revenue officers association president Shivasan-kar said at state level Chief Commissioner of land Administra-tion office itself facing shortage of staff. He said that the state government has reorganised the districts but proper staff was not appointed.
