Why this rise in crime against kids, women: Madras high court
Chennai: “Whenever any offence against child or women is reported, the police have to find out the basic reason for commission for such offences.
If the details of motives and reasons are found out for commission of offences or rise in offences, the police are duty bound to record and report to the policy makers who will be able to take steps/decisions to arrest or control the commission of offences by addressing basic problems”, said the Madras high court.
Passing further interim orders on a HCP relating to detention of one Ajith Kumar under the Goondas Act, after he and his associates murdered a man involved in an illicit relationship, a division bench comprising Justices N.Kirubakaran and Abdul Quddhose said it is believed the spurt in number of sexual offences against children are committed because of easy access and viewing of pornography by all the people as it is easily available in mobile phones. In this regard also, police have to make enquiry, the bench added.
The bench observed that in every day's newspaper, one can notice a column regarding murders and people are shell shocked to know murder of children by mothers themselves for the sake of illicit intimacy. It has become a social problem affecting the institution of marriage or family. Therefore, serious thought should be given by both state and central government, the bench added.
In an effort to find out the reasons and find ways and means to address the issue of “Extra-Marital Relationship” and to prevent/reduce the related offences, the bench had on March 5 raised 20 queries to be answered by the Central and State governments.
When the case came up for hearing on Friday, the Assistant Inspector General Police, Law and Order filed an affidavit through Government Advocate V.Shantha. After perusing the affidavit, the bench said the Assistant IG of Police has filed an affidavit answering only two queries viz., number of murders that took place for the past ten years due to extra marital affairs and the number of offences like suicide, kidnapping, assault etc., other than murder committed due to illicit intimacy in Chennai as well as Tamil Nadu for the past ten years.
It was pertinent to note that 18 other queries that have been raised by the court have not been answered by the state government. A comparison of the details given in the affidavit was not tallying with details given in the newspaper reports. Therefore, all the queries have to be answered approximately with correct details. Further Centre has not given its response to the queries, the bench added and posted the matter to July 5, for answering the remaining queries by the state and central governments.
