Transco can't regularise outsourcing staff: PIL

Hyderabad: The TSTransco on Wednesday informed the Hyderabad High Court that a lengthy process was involved in regularising outsourced personnel working under the power utilities of the state.

G. Vidyasagar, senior counsel appearing for TSTransco before a division bench comprising Acting Chief Justice Ramesh Ranganathan and Justice T. Rajani, submitted that the process of absorbing of outsourced workers and employees into power utilities will not be completed in just one week.

The bench was hearing a PIL by M. Sravan Kumar from Warangal district, challenging the proceedings issued by TSTransco to absorb outsourced persons in 23,699 regular posts of assistant engineers / sub-engineers and unskilled workers in the power utilities.

Sarasani Satyam Reddy, senior counsel for the petitioner, contended that outsourcing employees are in no way connected with the TSTransco and its distributaries and were engaged by private contractors who offer services to the power utilities.

He submitted that TSTransco has no power or jurisdiction to absorb the outsourced workers and its action will cause irreparable loss to the jobless in the state. It is also against the orders of the Supreme Court, he said.

While contending that a PIL on service matter cannot be maintainable, Mr Vidyasagar told the court that the Transco decided to absorb the outsourced as part of reconciliation.

Mr Satyam Reddy said that there was no element of service matter involved in this case it was purely a public interest litigation.

While directing the respondents to file counter affidavits, the bench posted the case to next week.

The Hyderabad High Court on Wednesday directed the authorities of the HMDA, gram panchayat of Turkayamjal and revenue administration of Ranga Reddy district to ensure steps see that no further constructions shall take place in Full Tank Level of Masab Cheruvu situated in Turkayamjal village.

A division bench comprising Acting Chief Justice Ramesh Ranganathan and Justice T. Rajani was dealing with PIL by Zilla Cheruvula Parirakshana Samiti of Ranga Reddy represented by its president G.R. Karunakar challenging authorities granting permission to construct a goushala in the FTL area of the tank.

The petitioner produced documents of HMDA to show that Survey No. 135 and 136 were in FTL limits.

He told the court that the gram panchayat gave permission for construction in favour of Pujya Sri Ramachandra Dongreji Maharaj Goushala, as per directions of the RDO concerned and the local MLA.

He alleged that private persons were grabbing the tank in the name of construction of the goushala.

While directing the authorities concerned to stop further constructions, the bench asked the respondents to file their counter affidavits within two weeks.
