Teachers oppose Telangana transfer rule
Hyderabad: Scores of teachers who have questioned the Telangana Teachers Regulation of Transfers Rules, 2018, on Wednesday told the Hyderabad High Court that the state government had framed the the Rules contrary to Article 371 (D) and in violation to Articles 14, 16 and 243 (G) of the Constitution.
A division bench comprising Acting Chief Justice Ramesh Ranganathan and Justice J. Uma Devi was hearing a batch of petitions filed by teachers working in zilla parishad high schools in the state challenging the rules issued under Govern-ment Order Ms No. 16 on June 6, 2018.
Mr Surendra Rao, senior counsel appearing for the some of the petitioners, contended that the rules were contrary to the provisions of the Telangana Districts For-mation Act, 1974 read with the AP Public Employment Organisation of Local Cadr-es and Regulation of Direct Recruitment Order 1975.
He told the court that the district education officers had no power to transfer teachers; the teachers were eligible for transfer within the districts where they are currently working. The bench posted the case to Thursday.
HC seeks reasons for reappointing retired
The Hyderabad High Court has asked the Telan-gana state government to explain the reasons for reappointing retired empl-oyees and engineers in various departments.
A division bench comprising Acting Chief Justice Ramesh Rangana-than and Justice J. Uma Devi was dealing with a petition by Telangana Roads and Buildings SC and ST Engineers and Employees Welfare Association. The petitioner had challenged the GOs issued by the state government reappointing the retired employees
Mr Surendra Rao, senior counsel, appearing for the petitioners, contended that the staff were deprived of their promotions due to the reappointment of retired employees, particularly engineers in the same post. The bench issued notices to the state government and ten retired employees who got reemployment and posted the case for four weeks.
