Hyderabad: PIL filed against Pattiseema Lift Irrigation Scheme
Hyderabad: A Public Interest Litigation has been moved before the Hyderabad High Court questioning the action of the AP government in relaxing 5 per cent cap limit over the estimated contract value (ECV) of Pattiseema Lift Irrigation Scheme to provide an incentive of Rs 262 crore to the contract company.
Vasireddy Srinivas, a journalist of the city moved the PIL informing the court that the said relaxation condition was not mentioned in the tender notice issued for the Pattiseema project works on Jan 7, 2015 with an estimated cost of Rs 1,170 crore and period of contract is 12 months and the form of contract EPC-Turnkey System.
While last date for submission of tenders was fixed as Jan. 31, 2015, strangely the government issued a memo on Jan. 20 relaxing the condition of 5 per cent cap limit, he added.
The petitioner said as per the memo the excess amount will be paid to the contract company if it shall completes project within 12 months and the Megha Engineering and Infrastructure Ltd has bagged the contract for '1,427 crore.
He alleged that the authorities have not followed the tender process properly and they did not even given valid reason and justification in giving relaxation and sole intention of the authorities is to benefit the company by misusing the public money.
He urged the court to direct the authorities not to pay the excess amounts over and above the ECV covered by the tender notice.
