Amend KMC Act to define roles of MLAs, councillors'

BBMP has 28 Assembly constituencies, 198 wards which need separate rule.

Belgavi: The Private Bill Committee has recommended the government to amend KMC Act for BBMP, bifurcating and specifying roles and functions of BBMP members and Legislators.

In its report tabled in the Legislative Assembly on Tuesday, the Committee said BBMP was different from other committees with 28 MLA constituencies and 198 wards, which needed separate Act to ensure smooth functioning of elected representatives.

Currently the BBMP was working under KMC Act, 1976, which has not specified the duties, responsibilities and rights of legislators. Consequently, legislators could not take up developmental works. There was need to amend Section 70 of KMC Act 1976.

Every Assembly segment should have area development committee, which would also have Corporators as members. A nodal officer should be appointed to oversee working of these committees.

In order to enhance efficiency, internal transfers among BBMP officials should be enabled, the report recommended.

For better functioning of BDA, a separate Act should be enacted for BDA.

Since BBMP was different from other city corporations, it should be administered through different Act altogether, the committee noted.
