Hyderabad: The committee appointed by the state government to determine reservations for locals in government jobs after scrapping the Presidential Order has recommended 85 per cent quota for locals at the district level against 80 per cent now.
The committee also recommended 15-year stay in a district to accord local status. The present requirement is four years of study or seven years of stay.
The committee pointed out that Karnataka and Haryana among others were mandating 15-year stay to accord local status so that only locals get jobs.
The committee did not make any recommendation on reservations and local status for state-level jobs and left it to the government to decide.
The TS government has decided to reduce the four categories of jobs — state, zonal, multi-zonal and district — to two state and district levels. For this, it had appointed a committee last year headed by senior IAS officer Suresh Chanda.
In its report that has been submitted to the government, the committee suggested that the task of making recommendations on quotas and local status be given to the law department in view of the legal complications.
Chief Minister K. Chandrasekhar Rao, after examining the report, is learnt to have asked Chief Secretary S.P. Singh to coordinate with the law department and prepare a comprehensive report, that could be submitted to the Centre while scrapping of Presidential Order to abolish zonal cadres.
The Chief Minister directed officials to expedite the process since it is linked with recruitment drives to be conducted by state government.
New rule for jobs
- 778 zonal and multi-zonal posts, which need to transferred to state and district.
- 600 number of posts recommended by Suresh Chanda committee to be transferred to state cadre. The rest go to the district cadre.
- Consensus on transferring posts yet to be reached, differences among employees unions.
- Government needs to give clarity to TS Public Service Commission on cadres and quotas to issue notifications for recruitment exams.
