Telangana: Finance blames other wings over CAG comments
Hyderabad: The TS finance department has come down heavily on other government departments, blaming them for the adverse comments made by the Comptroller and Auditor General (CAG) about the state’s finances in its recent reports which were tabled in the recently concluded Budget Session of the state Assembly.
In a circular, the finance department said that it is periodically exhorting all Secretariat departments to reconcile receipts and expenditure and settle pending Abstract contingent bills, duly enclosing the pending lists furnished by the Accountant General of Telangana, but unfortunately, not much progress has been made in clearing the arrears by the Chief Controlling Officers (CCOs) and Drawing and Disbursing Officers (DDOs).
The finance department said that due to non-observance of financial rules and procedures, and absence of financial controls, the government is earning a bad reputation for the state of its finances.
The finance department warned that it will be constrained to stop further Budget releases in order to inculcate financial discipline among CCOs and DDOs if the situation does not improve within 15 days.
The finance department said that the situation is alarming and the CAG is commenting year after year on the financial indiscipline and to break this cycle, departments must review the pendency in their departments and also with their respective CCOs.
