Year on, sharing assets still an issue for Telangana, Andhra Pradesh

The committee is yet to submit its recommendations for 45 institutions.

Hyderabad: The governments of Telangana state and Andhra Pradesh blame each other for the absence of any progress on the sharing of assets and liabilities of the institutions listed in the Ninth Schedule of the AP Reorganisation Act.

The governments are yet to arrive at a decision on the matter despite a report having being submitted by an expert committee over a year ago.

The committee, with Ms Shila Bhide as its head, has submitted a report on 46 of the 91 institutions listed under the Ninth Schedule. The governments need to individually issue orders for each institution, either accepting or rejecting the committee’s recommendations.

The AP government has issued orders accepting the recommendations for 13 institutions and rejecting the recommendations for one – Nizam Sugars. The sharing of assets and liabilities of these institutions can begin if the TS government also issues similar orders accepting the committee’s recommendations.

The AP government has been pressuring the concerned departments to study the recommendations and arrive at a decision. The TS government has yet to initiate any action.

The recommendations put forth by the Shila Bhide Expert Committee with respect to the AP State Film, Television, Theatre Development Corporation, the AP Food Processing Society, the Infrastructure Corporation, the Gas Distribution Corporation, the Gas Infrastructure Corporation, the Sagara (Uppara) Cooperative Corporation, the Valmiki/Boya Cooperative Corporation, the Batraja Cooperative Corporation, the Krishna Balija/Poosala Cooperative Corporation, the Kummari Cooperative Corporation, the Medara Cooperative Corporation, the Vaddera Cooperative Corporation, and the Viswabrahmin Cooperative Corporation have been accepted by the AP government.

The committee is yet to submit its recommendations for 45 institutions. The Centre has extended its term by six months, until October 2017.
