Hyderabad: Legal notice against withholding certificates

Supreme Court and HC say certificates are students' property.

Hyderabad: Legal notices were issued by the Forum against Corruption to the colleges offering B.tech, B.Pharm, B.Arch, B.Planning and Pharm-D in Telangana for information against some old practices which are illegal as well as not recognised or prescribed by the Telangana State Council for Higher Education (TSCHE).

The Forum against Corruption said, “We have been getting complaints from a large section of students pursuing their Higher Education in Engineering, B.Pharm, B.Arch, B.Planning, Pharm.D in Telangana State that their college managements were withholding 10th Standard, 12th Standard original certificates and not returning it in case the student wanted to discontinue or he/she dropout of the course due to financial burden or wanted to pursue other opportunities.”

The Telangana State Council for Higher Education confirmed that the practice of withholding the original certificates of student in colleges was not allowed even as per the guidelines of the University Grants Commission.

The judgements of the High Courts of different states and Supreme Court of India upheld the order which clearly and categorically states that the certificates are the property of the students and they cannot be withheld by the college management for any reason.
