This is contained in reports the NITI Aayog has sent to all state governments on their performance in various sectors.

In fiscal management, TS has scored 12 points and AP 13. TS was able to meet the fiscal deficit target whereas AP was not.

NITI Aayog said the rise in capital expenditure and decline in social expenditure in proportion to total expenditure was alarming. It said social spend needed to grow at a higher rate to match the growth in total expenditure.

In TS, the expenditure in social sector has increased about 0.9 per cent of total expenditure. In states like West Bengal and Jharkhand, capital expenditure has increased at the cost of the social sector, according to the NITI Aayog.

Except TS and Chhattisgarh, the NITI Aayog said of the states meeting the fiscal deficit target, AP, Karnataka, Maharashtra and Haryana had the space to raise capital expenditure.
