Kerala Animal Welfare Board opposes capturing dogs

ALAPPUZHA: Kerala Animal Welfare Board has sought action against Boby Chemmanur for violating Animal Birth Control (ABC) (Dog) Rules 2001.

Their complaint to Kozhikode collector, a copy of which is available with DC, says his act of capturing stray dogs was in violation of Supreme Court rulings and Section 3 of ABC rules.

KAWB member M. N. Jayachandran said the rules make it mandatory to have a monitoring committee before capturing strays and the committee is the sole authority on dog catching facilitated by local governments.

They should also undergo sterilisation and anti-rabies vaccination before the release.

"It was also a violation of SC verdict of November 18, 2015," he told DC.

"The complaint was registered on the basis of media reports. Kozhikode additional district magistrate had promised action against Mr Chemmanur as per the complaint."

Kalpetta police had registered a case against the gold retailer.
