Andhra Pradesh gets notice on vice-chancellor appointment

While issuing the notice, the bench posted the case to February 29.

Hyderabad: A division bench of Acting Chief Justice Dilip B. Bhosale and Justice P. Naveen Rao of the Hyderabad High Court on Monday issued notices to the AP government and its law secretary, asking them to explain their power to appoint a vice-chancellor for the Damodaram Sanjivaiah National Law University (DSNLU) in Visakhapatnam.

The bench was dealing with a PIL moved by Dr P.R. Subas Chandran, general council member of the university as a party in person, contending that the state government has no power to either appoint or remove the vice-chancellor.

As per the DSN Law University Act 2008, the chancellor of the university is the competent authority to do this, he said.

The PIL said the state government has removed Professor R.G.B. Bhagavanth Kumar in November, 2015 from the post of vice-chancellor, when he still had two years of tenure.

Later it appointed the vice-chancellor of Andhra University as the in-charge vice-chancellor of DSN Law University.

As the vice-chancellor of Andhra University and in charge of Law, the government has made the rector of the AU the in-charge ice-chancellor for Andhra Uuniversity and also the Law University.

The government did all these actions though the GOs, all of which violated law, the PIL argued. While issuing the notice, the bench posted the case to February 29.
