IIT-M's help sought to fix glitches

The TN registration department has been registering more than 8,000 documents at 575 sub-registrar offices.

Chennai: With property registration in the state going online, lack of proficiency among officials and incessant technical glitches left the property owners and document writers struggling on first two days of paperless registration system implemented in Tamil Nadu.

Meanwhile, bent on going ahead with the new system, the registration department has begun to run from pillar to post to make the process impeccable. Although the registration department has developed the STAR 2.0 software with the assistance of a private IT giant, IIT-Madras was roped in on Wednesday to fix the system after complaints poured in, a registration department official said.
Many property owners in the state had been facing difficulties in uploading their document to the refurbished department website for the last two days.

Meanwhile, property owners and document writers staged protests against the new system and demanded that the registration department bolster both online and offline property registration processes.

“Due to slow connection and below par server speed, registration of properties has been affected. Officials have also had a hard time, as they are struggling to cope up with the new technology,” a protesting document writer at Avadi sub-registrar office said. Document writers also had staged protests at Ambattur, Tambaram and a few other sub-registrar offices in the state.

In the meantime, inspector general of registration J. Kumaragurubaran circulated directives among the department officials on Wednesday.

“District registrars should visit at least 4 sub-registrar offices in their jurisdiction on a daily basis to oversee the online property registration,” Kumaragurubaran said in the official circular.

The I-G also directed the officials to perform the registration procedures with ‘offline linked online’ feature wherever the technical problems persist.
District registrars will have to send daily reports to the inspector general, according to the circular.

“The district registrars should verify and ensure uninterrupted Internet connections at sub-registrar offices. They should also ensure the completion of the registration process within 10 minutes and timely surrender of the registered documents to the public,”the circular stated.

Tamil Nadu Chief Minister Edappadi K. Palaniswami had inaugurated the new facility on Monday and the new process has come into effect on Tuesday.
