Telangana High Court urged to order cabinet formation

Hyderabad: A PIL has been moved before the Telangana High Court seeking to direct the Telangana State Chief Minister to constitute the Council of Ministers forthwith as per the Article 164 proviso of Constitution.

PhD scholars from Osmania University K. Balakrishna and J. Shankar filed the petition. Alleging that Chief Minister K. Chandrasekhar Rao had violated the Constitution in suggesting the Governor to appoint ministers, the petitioners reminded of Article 164(1)(A) which states that the total number of ministers, including the CM in a state, shall not exceed 15 per cent of the total number of members of the Legislative Assembly.
