Telangana: Proposal delay to short-circuit tariff hike plan
Hyderabad: If TSDiscoms fail to submit the Annual Revenue Requirement (ARR- Tariff Proposals) for 2017-18 to the state Electricity Regulatory Commission by Tuesday, it would not be possible to implement the proposed new tariffs from April 1.
The revised tariff rates are implemented from April 1 to March 31, every year. For this, Discoms submit their tariff proposals to the ERC by January 31 every year. After submission of the tariff proposals, the ERC conducts three public hearings in different places in the state.
Each hearing should have a gap of at least two weeks. After completion of the hearings, the ERC will issue the final tariff orders that come into force from April 1.
As per the rules, the ERC should have 45 days to implement its final tariff orders. Accordingly, February 14 is the last day for submission of tariff proposals to the ERC by the Discoms.
If the TSDiscom fails to submit the tariff proposals by this Tuesday, TSERC will consider the revised tariff rates for 11 months which will be implemented from May 1. In this instance, the existing charges will continue for April.
TSTransco has prepared the rough tariff proposal and waiting for the Chief Minister’s appointment for discussing it.
TSTransco has estimated that the TSDiscoms require Rs 31,984 crore for purchasing power and other needs for 2017-18. TSTransco had estimated that a revenue gap of about Rs 8,000 crore for 2017-18 . This year, the TS government had sanctioned Rs 4,500 crore as subsidy. Keeping this in mind, TSTransco is hoping that the TS government wipes out the entire revenue gap.
