Kozhikode: Hurdles remain to punch in system

Kozhikode: In order to implement a full fledged biometric punching system in the office, Kozhikode Municipal Corporation has to tackle many hurdles. Apart from connecting zonal offices to the main office system and entering the details of newly transferred staff, the system also needs to integrate with the ‘Sthapana’ application software for establishments developed by the Information Kerala Mission.

‘Sthapana’ is an integrated application where the employee’s personal database is linked to service book including leave particulars, service matters, disciplinary issues, promotions etc. Payroll with all deductions and allowances, leave account reports also work with this application.

However in no civic bodies in the state, the biometric punching system is linked with the application. “Also, there is no clarity about how to deal with the attendance of the staff like those from engineering sections who need to be in the field for most of their working hours,” said Corporation Additional Secretary K.P Vinayan.

According to a government order, the engineering department in not under the Corporation Secretary and their attendance register is to be monitored by the Mayor, which is again adding confusion in incorporating those employees into the punching system.

The zonal offices of the Corporation are not yet connected with the main office punching system nor do the offices have internet connection to do so. Also, the details of the staff who were transferred among different sections have not been entered into the system.

“As far as the zonal office main office linking and enrolling the details of staff are concerned, we can do it within a few weeks time. We need to establish an online broadband connection with zonal offices and the main office by installing a system in office,” the Additional Secretary added.
