Telangana: Laggards' feel LRS pinch

The state government has launched LRS scheme in November 2015 and had given time till March 2016.

Hyderabad: Layout regulation scheme in TS has become costlier. The government has decided to give another opportunity to all who failed to apply for LRS in response to the notification issued in November 2015.

However, 33 per cent additional penalty will be collected over the previous LRS charges for new applicants. In addition to this, an additional 14 per cent open space contribution fee will be collected on existing market value of land.

The state government has launched LRS scheme in November 2015 and had given time till March 2016.

However, the government received several representations from political parties and public seeking extension of the deadline on the ground that the online application system encountered several technical glitches due to which they could not apply.

Taking these requests into consideration, the municipal administration and urban development department issued orders giving another opportunity to apply for LRS in GHMC and HMDA limits initially but with a rider: it imposed additional penalty and fees for regularisation. This evoked criticism from applicants, who demanded implementation of older LRS norms.

Realtors and builders too submitted representations to the government on this issue.

While they were expecting relief from the government, the MAUD issued another order extending the scheme to other municipal corporations and municipalities imposing higher penalty and charges. Applicants are crying foul over the fresh orders issued by government.

They are willing to pay 33 per cent additional charges but not 14 per cent open space contribution fee.

“The 14 per cent open space contribution fee on existing market value will make land costlier than the price at which it was purchased originally a few years ago. This is because the market value of land/ prices have increased sharply over the past decade. This will make LRS unaffordable for middle class,” said C. Shekar Reddy, builder and past national president, Credai.

Moreover, the government has directed officials to collect additional penalty and fees, when the applicants seek permission for construction of buildings on those land/ plots to ensure that applicants cannot evade penalty/tax at any stage even if they don't apply for LRS now.
