Human rights violation: Inspector asked to pay Rs 1 lakh compensation

In the petition, T.Muthu submitted that for the past 40 years he was engaged in scrap business at Old Washermanpet.

Chennai: The State Human Rights Commission directed the then Inspector of Washermanpet Police Station to pay a compensation of Rs 1 lakh to a scrap merchant for threatening and relieving him of his gold jewels in custody eight years ago.

In the petition, T.Muthu submitted that for the past 40 years he was engaged in scrap business at Old Washermanpet. He was also the president of ‘Vannarpettai Kaasu Kadai Varthagargal Sangam.’ On September 29, 2010 evening at 6.30 two police constables attached to Washermanpet came to the shop and asked him to come to the police station as the Inspector Soundararajan wanted to meet him.

After reaching the station, Inspector of Police asked him whether he had purchased any stolen jewellery. Muthu told him that he did not purchase any stolen material.

Detaining him at the station, the inspector scolded him for purchasing 55 grams of stolen gold jewels from Ramesh. Muthu said he was innocent. However, he was threatened into parting with a 24gram gold chain.

Unable to face Inspector’s anger, Muthu gave a gold chain weighing 24.750 gram to him. The Inspector threatened him that he should not disclose this to anyone. He filed petitions to the Police Commissioner of Police and Additional Commissioner of Police (Administration) seeking action against the Inspector. Denying the allegation, the inspector Soundarrajan said all the properties said to have been seized from the complainant are not in his station limit.

On completion of trial Chittaranjan Mohandoss, said the Inspector created documents only to cover up the illegal extortion of gold chain from the complainant. It is clear that only to extort gold jewels from Muthu, the Inspector fabricated the documents and acted in a high-handed manner.

The complainant was also threatened and intimidated in the Police Station by Inspector, which is a human rights violation. The member directed Soundararajan to pay a compensation of Rs 1 lakh to Muthu for violating his human rights.
