GAD looks to tweak TSPSC rules, finance wing says no'

The state government wants to change the rules of the Telangana State Public Service Commission.

Hyderabad: The state government wants to change the rules of the Telangana State Public Service Commission in order to allow the PSC chairman be appointed to another post after completion of his term. Present rules do not allow appointing former chairmen of a Public Service Commission to any other post. On the directions of the government, the General Administration Department sent the file amending the rules to the finance department, but the latter has opposed the proposal.

The TS government has already appointed former TSPSC chairman Pervaram Ramulu as the state’s Tourism Development Corporation chairman, against the rules. The AP government tried to do something similar recently when it proposed the name of APPSC former chairman Chittaranjan Biswal for the post of AP State Election Commissioner. Governor E.S.L. Narasimhan rejected the AP government’s proposal as it was against the rules.

According to top sources, the TS government wants to appoint as Vice-Chancellor a person who is a former TSPSC chairman. While the appointment of a chairman of the Tourism Development Corporation is in the hands of the state government, the appointment of a Vice-Chancellor is in the hands of the Governor, who is also the Chancellor of universities.

Keeping in view the AP government’s experience, the TS government tried to circumvent the Public Service Commission rules by amending them. The GAD prepared a file accordingly and sent it to the Finance department for its approval, but the finance department opposed the proposal and sent back the file. Experts say that merely changing the Public Service Commission rules will not be enough.
