Divide varsity staff in 30 days, says Hyderabad high court

Dr Prasad submitted that though he had given option for his allocation to AP, the university authorities had not acted upon it.

Hyderabad: The Hyderabad High Court on Monday directed the AP and TS governments to complete the division of teaching and non-teaching staff working in horticulture universities in the two states within 30 days.

A division bench comprising Acting Chief Justice Ramesh Ranganathan and Justice J. Uma Devi was dealing with a petition by Dr D. Manohar Prasad, principal scientist, working in Sri Konda Laxman Telangana State Horticulture University at Hyderabad.

It asked both governments how long would they pay salaries to the staff of both varsities on 52: 48 ratio without making the final allocation in accordance with the AP Reorganisation Act 2014 between both states and without assigning work to them.

The petitioner had challenged both universities and the state governments for not allocating/allotting him from the university at Hyde-rabad to Dr YSR Horti-culture University at Venkataramannagudem near Tadepalligudem in West Godavari District of Andhra Pradesh.

Dr Prasad submitted that though he had given option for his allocation to AP, the university authorities had not acted upon it. This constituted violation of Section 80 to 82 of Part 8 of the Andhra Pradesh State Reorganisation Act 2014, he said.

Mr D Ramesh, counsel for AP, told the court that the state government had finalised the modalities for the allocation of staff of the horticulture university in December 2017 and asked the Telangana state government to fix a convent date to finalise the allocation process. There had been no response, he said.

Counsel representing the Telangana state government informed the court that it did not have any objection to discuss the issue of allocation of staff of universities. Directing the state governments and vice chancellors and registrars of the two varsities to complete the bifurcation within 30 days, the bench adjourned the matter.
