Municipal, panchayat raj staff get K Chandrasekhar Rao missive

About 56 proposals of TS Industrial Infrastructure Corporation (TSIIC) for the constitution of IALAs are under process since 2013.

Hyderabad: Chief Minister K. Chandrasekhar Rao has directed the officials of municipal administration and panchayat raj department to notify the transfer of powers on industrial parks to local bodies declaring them as Industrial Area Local Authority (IALA).

A letter to the municipal and panchayat raj departments, the Chief Minister’s Office (CMO) said that IALA is a unique model devised by the Telangana government and is often appreciated at the national level and several state governments have sent their teams to study IALA model.

About 56 proposals of TS Industrial Infrastructure Corporation (TSIIC) for the constitution of IALAs are under process since 2013.

Out of 56 proposals, 24 were already notified as IALAs in erstwhile gram panchayats and municipalities and would now require only re-notification under the newly-carved out municipal corporations and municipalities.

The Chief Minister has asked both the departments to issue the notification with in two weeks.

In order to enable effective maintenance of civic services in industrial parks, the state government has empowered TSIIC industrial parks with local authority status after amending the concerned laws.

Accordingly, the state government has been notifying TSIIC industrial areas falling under municipalities, municipal corporations and gram panchayats from time to time directing the TSIIC to exercise certain statutory powers and functions such as assessment, levy and collection of property taxes, advertisement taxes, sanction of building permits, removal of encroachments, etc in the industrial areas.

According to this about 16 industrial parks proposed in and around capital city of Hyderabad will come under GHMC purview. The proposed industrial parks under this law are at Patancheru, Rama-chandrapuram, Uppal, Balan-agar, Jeedimetla, Gandhin-agar, Autonagar, Kattedan, Nacharam, Mallapur, Moula Ali, Cherlapally, Kushaiguda, Hitech City, Madhapur, Gachi-bowli, Kukatpally, Nanakram-guda, Gopanapally, Kukatpally and Gajularamaram.
