Kerala High Court digitisation still a far cry, fund crunch to blame
Kochi: Kerala High Court does not seem to be bothered about the digitisation of courts in Kerala. Consequently, there is considerable delay in updating judgments online and even in the migration to a new software.
The High Court points to lack of funds for the delay. According to a source, the court had written to the government seeking funds for the computerisation of courts. “The government is not allocating sufficient funds to transform the court to e-courts. This is delaying the project itself,” the source said.
Even the Supreme Court directive to install a new software in the courts is not complied with owing to the lack of funds.
At present, only case statues are now easily accessible online. The petitions, orders and other procedures in a court remain on paper. Scanning of court documents so as to digitally access them is still in the pipeline. The Supreme Court updates the orders on the same day itself on the website. The party concerned will have to wait for two or three days at least to get the official copy of the order. With the delay in getting the orders, the litigants are also suffering.
Experts point to the lack of techno-legal experts as a reason for the delay. The proposal for e-courts was made in 2007 but till date many High Courts in the country are yet to implement it.
