Telangana govt looks to update' recruitment system

State drafts amendments to Presidential Order.

Hyderabad: Alongside the decision to reorganise districts coupled with creation of more revenue divisions and revenue mandals, the Telangana state government plans to do away with the existing zonal system for government jobs and admission to educational institutions and replace it with a new system of district and state cadres.

The state has Zones 5 and 6, and the Hyderabad city cadre to fill up certain posts. Due to creation of new districts — some of them extending to neighbouring districts — it has become necessary for the government to seek a few amendments to the Presidential Order of 1975, brought consequent to Article 371D of the Constitution to protect local cadre in public employment. Six zones were created in undivided AP; four zones have now gone to AP while two remain with Telangana.

“Instead of allowing the existing zonal system that comprises four to five districts falling under one zone, we intend to bring an amendment to create only two cadres i.e district and state. For the district cadre all the Class-4 jobs, teachers and a few other posts can be reserved. The remaining posts including gazetted will be declared as state cadre posts. We will soon write to Centre after completing our exercise on creation of new districts,” a top official of the government told DC on Thursday.

Chief Minister K. Chandrasekhar Rao held a meeting with officials and non-officials on this issue and they have been asked to prepare comprehensive draft amendments to the Presidential Order so that the government can take it up with the Centre.

A top official said that on the lines of AP now getting amendment to treat as local persons those going from Telangana to settle in AP before June 2017, the proposed amendment by Telangana will also get a nod from Centre.

However, one section of employees still has objections. They fear that if the zonal system is scrapped and replaced with district and state cadre, rural people may not get gazetted posts as they will be reserved for state cadre and filled by Hyderabadis. “Unless government discusses with us on the proposed amendments we cannot talk anything now,” said a TNGOs leader.
