Chennai: The Madras high court approved the proposal of government to constitute an expert committee headed by Justice N Paul Vasanthakumar, retired chief justice of the High Court of Jammu and Kashmir, to select lecturers in government law colleges. A division bench comprising Justices N.Kirubakaran and V.Parthiban also requested the chairman of the expert committee to nominate, additionally, a reputed academician of his choice, either from the state or from other states, to be included as a member of the said committee.
The expert committee shall monitor the entire process of selection for 186 posts of assistant professor/assistant professor (Pre-Law) in government law colleges in Tamil Nadu. The committee shall issue necessary instructions and guidelines to the Teachers Recruitment Board to finalise and issue a notification for recruitment so as to ensure that the notification is free from any litigation.
The committee shall decide the modalities of setting question papers, conducting written examination and interviews. The committee shall issue instructions and guidelines to the Teachers Recruitment Board to finalize question paper setters and examiners for valuation of the examination papers and shall constitute interview boards as per UGC norms, for conducting interviews, the bench added. It requested the committee to file a status report during the first week of July.
Pointing out that government has taken a decision to establish two law colleges, one at Pattarai Perumbudur village, Thiruvallur district and another one at Padupakkam village, Thiruporur taluk, Kancheepuram district, the bench directed the PWD to ensure that the entire work is completed before the commencement of the next academic year 2018-19 i.e., on July 9, 2018.
“Taking into consideration, the above development, there shall not be any conduct of classes in Dr.Ambedkar Government Law College, Chennai from May 1, 2018 onwards except for examinations. It is to be noted that the shifting of Dr.Ambedkar Government Law College, Chennai to two separate colleges is pursuant to the orders passed by this court.
Any attempt made to obstruct or hinder the shifting of the college would be a violation of the orders passed by this court. Government is at liberty to fix a date for inauguration of the new colleges before the commencement of the next academic year on July 9, 2018. The entire process of shifting should be completed soon so that the college administration is in a position to commence classes from July 9 as scheduled,” the bench added.
