BBMP's garbage tenders fail to attract contractors

Stringent contract clauses and mandatory segregation of garbage at source is said to be one of the primary reasons.

BENGALURU: The snowballing of the garbage crisis appears to be imminent, with the garbage contractors holding the city to ransom for the second time by staying away from the garbage tendering process.

Unfortunately, the BBMP has failed again to get contractors to take up garbage contracts in 151 wards. Stringent contract clauses and mandatory segregation of garbage at source is said to be one of the primary reasons for the contractors to stay away from garbage tenders.

Just 15 contractors have participated in the garbage tender and eleven wards have got single tenders. Which means single tenders cannot be accepted.

The BBMP can open bids only for two wards where multiple contractors have participated and the lowest bidder with technical and financial evaluation will bag the tender, said sources.

It may be recalled that last time too, only 32 wards out of 99 wards were bagged by contractors. A garbage contractor, S. N. Balasubramanyam said that the tender conditions are stringent and ‘unscientific’.

Maintaining an escrow account, improper third party inspection and maintaining BBMP machinery and staff are conditions which no contractor across the country can accept.

The BBMP has gone for eprocurement, which means anybody from any part of the country can take part. If there is no response it should be understood that the conditions are unscientific and taxing for contractors, he said.
