Telangana government seeks district-wise proposals

Telangana government has decided to get budget proposals from district level.

Hyderabad: As part of ‘Know your district- Plan’, the Telangana government has decided to get budget proposals from district level.

At the recent collector’s conference, TS Chief Minister K. Chandrasekhar Rao directed district collectors to identify district-wise priorities for each department, duly keeping in view the local resources and potential for growth in different sectors.

In this context, local area resources mapping has been initiated in certain districts by planning department with the help of geo spatial technology. In a memo to collectors, TS planning department special chief secretary B.P. Acharya said instructions were issued to all departments by finance department for preparation of budget estimates for the financial year 2017-18.

Mr Acharya directed the district collectors to hold meetings with the respective district heads of the departments and finalise department-wise priorities and work-wise proposals, indicating financial and physical details, which in turn, shall communicated by the collectors to each departments at the secretariat level.

Mr Acharya asked the collectors while finalising the budget proposals at district level, an attempt may be made to incorporate the needs of the people,identified during the ‘Mana Vooru, Mana Pranalika’ and ‘Grama Jyoti’ programmes held in the past.

Telangana sends guideline to departments
The TS government has asked all departments not to propose any new schemes in the budget proposals for financial year 2017-18. The finance department has sent guidelines to all departments and directed to send budget proposals by January 10 to administrative departments and, in turn, they have to send the proposals with their comments by January 12 to finance department.

The finance department said: “The estimates should be prepared only on the basis of existing sanctions and should not provide for any new scheme proposed for the consideration of the government.”

It told the departments to prepare budget estimates for receipts based on the existing rates of taxes, duties and fees and no increase or reduction in such rates, which has not been sanctioned by the government, should be proposed.
The finance department asked the departments to review the existing committee expenditure very critically, so that those expenditure, which do not serve any tangible purpose substantially, are dropped or phased out or reduced.
